Enrollment

The Extended Day Program is designed to serve children enrolled in the White Bear Lake Area Elementary Schools (kindergarten through fifth grade).

Enrollment is on a first come, first served basis.  Children enrolled for one school year have priority for enrollment during the coming year, provided necessary forms are completed during the early registration period. Children enrolled during the year also have priority for enrollment in the summer program.

Each elementary school has a before and after school program that is open to any elementary student who attends that building.  Some elementary buildings also offer a half day Extended Day kindergarten program.  Check the Extended Day office for more information.

A child is enrolled in the program when the following have been completed and returned to the Community Services Office:

    1. Parent Contract
    2. Emergency Card
    3. Registration Fee

No registrations will be accepted from families that have outstanding balances from the previous school year or summer program. All registration materials and fees must be submitted to the Extended Day Office a minimum of three working days prior to the day you wish to start using the program.  Office hours 7:30 a.m. to 4:30 p.m. Monday through Friday.

Program Hours

The School-Year Extended Day Program has three components:

    1. Before School Program runs from 6:30 a.m. to the start of the school day.
    2. After School Program runs from the end of the school day until 6:00 p.m.
    3. Extended Day Kindergarten Program is for kindergarten children only. Children attend that half-day for which they are not in school, (i.e.either 9:00 a.m.-12:45 p.m. or 11:45 a.m. -3:30 p.m.) These blocks of time may also be combined with the 6:30-9:00 a.m. and/or the 3:30-6:00 p.m. blocks of time.

Registration Form and Billing

Parents are required to sign a registration/contract for the Extended Day Program.  Read the Family Handbook before submitting your registration/contract form.  There are four registration options to choose from.

    1. Standard - for parents who wish to commit to a regular schedule.
    2. Variable - for parents who have a variable schedule. Parents are required to turn in a monthly calendar indicating the days for which they will use Extended Day.
    3. Drop-In - for those parents who cannot commit to a standard or monthly schedule. Arrangements must be made at least two days in advance with the individual Extended Day program leader and payment is due on the day of use.
    4. Non-School Days Only - for parents who wish to use the program only on non-school days.

Any change in your contract requires a two week written notice to the Extended Day Office. A $10 fee will be assessed each time a contract is changed.

Parents who choose either the Standard or Variable option can contract for additional days at the drop-in rate. Arrangements must be made with the program leader at least two days in advance. Payment is due at the site on the day of use.

Agreement Options

Standard Agreement - Parents commit to a regular schedule. You must contract for the same days every week and for the same components of time on all of those days. That is, the schedule must always be the same from day to day and from week to week. Fees are charged based on enrollment, not attendance. No credit is given for absence. To permanently change the contract, receive vacation credit, or withdraw from the program, the Extended Day Office must be notified in writing at least two weeks in advance. Telephone calls or notification to site staff is not acceptable notification. A $10 fee will be charged for each contract change.

Bills are processed every month. Payments are due on the first and third Mondays of each billing period. Bills will be distributed to the sites and placed in your family file. Parents are responsible for picking up their child’s bill.

Payments are to be mailed or brought to the Extended Day Office. Please do not give payments to site staff or send to your child’s elementary building.  Please indicate your child's name (first and last) and site on your check.

A $10 late fee will be assessed for payments more than three business days overdue. Consistent late payments may result in termination of your contract. No child’s fee will be allowed to fall more than two weeks behind.

Variable Schedule Agreement - Parents with a variable schedule are required to submit a monthly calendar to the Extended Day Office one week in advance of the date when the schedule is to start. Fees are charged based on the number of time components a child will be in attendance during the month. Once a calendar is turned in it may not be changed. Parents may add days at the drop-in rate at the time of use. No credit is given for absence. Payment is required when the calendar is turned in. Parents must contract for a minimum of five blocks of time per month to use this contract option.  Parents wishing to fax their variable calendars must complete the credit card approval form to allow fees to be charged to their credit card.

Calendars will be mailed to parents. Parents are to indicate which days and which components of time on those days that their child will be in attendance. The calendars and payments are due back to the Extended Day Office one week prior to the start of the schedule. Failure to turn in a calendar one week prior to the start of the monthly schedule will result in having to pay a drop-in rate until the calendar can be processed.

Drop-In Agreement - Parents who cannot commit to a standard or monthly schedule or who only need occasional care are considered drop-in clients. Parents must call the program leader at least two days in advance to make arrangements and to make sure space is available. Payment is due to the program leader on the day of use. Children must be registered with the Extended Day Program in order to be eligible for this option.

Non-School Days Only - Parents who want their child to attend only on non-school days can choose this option. Parents are responsible for picking up all registration materials and returning the completed registration forms and permission slips to the Extended Day Office by the registration deadline. (See Extended Day Calendar for available non-school days.) Forms are available in the Extended Day Office, at the Extended Day sites, and online approximately three weeks prior to the non-school day. Fees are non-refundable should you decide to cancel after the registration deadline.

Fees

The Extended Day Program is self supported by user fees. Therefore, it is imperative that all fees are paid on time. Delinquent accounts are subject to removal from the Extended Day Program, as well as possible collection and/or legal action and their associated fees.  Fees may be paid with check, cash, or credit card (VISA or Mastercard).  Click HERE for credit card authorization form.

All fees are subject to change. A late fee of $10 per week will be assessed to all over due accounts. Payments must be in by Thursday of the week bills are due to avoid the late charge.  Partial or total fee reimbursement may be available to qualifying families through Ramsey or Washington Counties. Meals

Breakfast - A school breakfast program is available at all elementary buildings. Parents may purchase a breakfast for their child.

Lunches - Kindergarten children enrolled in Extended Day will eat lunch at their Extended Day site. Children may bring a cold lunch or purchase a school hot lunch. Those who bring a cold lunch may also purchase milk.

Children will be given a PIN (Personal Identification Number) to access their school food service account. It is the parent's responsibility to make sure sufficient funds exist in their child's account.

Snacks - An afternoon snack is provided during the afternoon session at all sites. Parents should provide the Extended Day staff with any pertinent information about children with modified or therapeutic diet needs. If these needs require a rigid diet, food must be supplied from home. Snacks also will be provided on non-school days both in the morning and afternoon.

Snacks from Home - In the event that a child would like to share a treat with the children in the program it is required by state law that all treats be individually wrapped and not home-made. Items not meeting these specifications will not be distributed.
